Local Governance and Resilient Communities project signs 3.4 billion partnership with North West Regional Assembly



Historic partnership signed by the Regional Assembly (L) and PROLOG (R)



The local Governance and Resilient Communities Project (PROLOG) have signed a landmark agreement with the North West Regional Assembly to implement five inter-communal projects in the North West Region.

Meeting at the auditorium of the North West Regional Assembly,  Thursday March 27, 2025, the agreement worth 3.4 billion Francs was signed to enhance education, healthcare and commerce through climate-resilient infrastructure projects.

The first installment of 1.24 billion Francs representing 40% of the total grand will be disbursed immediately, with subsequent payments tied to transparent expenditure justifications.

Five carefully selected intercommunal projects were presented in: Education: Improvement of infrastructure and equipment of GTHS Nkwen (Mezam Division, Bamenda III) – FCFA 659.3 million, Commerce: Construction of the North Western Mutan Modern Market (Mezam Division, Bamenda III) – FCFA 412.7 million, Health: Expansion of Mankon District Hospital (Mezam Division, Bamenda II) – FCFA 750.8 million, Education: Enhancement of infrastructure, security, and equipment at GTHS Nkambe (Donga Mantung Division) – FCFA 659.3 million and Health: Strengthening infrastructure and sustainability at Ndop District Hospital (Ngoketunjia Division, Ndop) – FCFA 618.4 million

These projects, totaling FCFA 3.410, 496, 881, align with the government’s decentralization strategy and are expected to improve service delivery, boost economic activities, and enhance access to quality education and healthcare.

Speaking at the ceremony, Thierry Hervé Jackson NGOA EDIELLE, PROLOG’s National Coordinator, urged local communities to take a commitment to sustainable development by seizing ownership of these projects, ensuring proper implementation and sustainability.

The President of the North-West Regional Executive Council, Prof. Fru Angwafo III, described the initiative as a beacon of participatory development, reaffirming the Regional Assembly’s commitment to decentralization and local empowerment. “This PROLOG initiative is a model of citizen participation in line with President Paul Biya’s vision for a New Cameroon. The North-West Regional Assembly will spare no effort in ensuring its successful execution,” he stated.


Representing the Governor, Saidouna Ali, Secretary General at the North-West Governor’s Office, hailed the financing agreement as a testament to the government’s unwavering resolve to address local development challenges. He further praised the project’s inclusive approach, which engages communities in decision-making and  reaffirmed the government’s commitment to combating poverty and improving livelihoods despite ongoing security challenges.

As the North-West Region grapples with security challenges and economic hardships, this initiative comes as a bold step towards building resilience and fostering sustainable development. Stakeholders emphasized the need for timely project completion before November 2025, ensuring that all infrastructures are climate-resilient and community-driven.

With FCFA 6.25 billion earmarked for PROLOG’s full implementation in the North-West, commencing with FCFA 3.4 billion for 2025, authorities pledged to prioritize governance, citizen participation, and accountability.

With the signing of this agreement, the North-West Region is set to witness tangible improvements in education, healthcare, and commerce. The PROLOG initiative, backed by the World Bank and MINDDEVEL, continues to be a beacon of hope for communities striving for economic recovery and sustainable development.

The event also featured a crucial training session for NWRA staff on Environmental and Social Safeguard Requirements, ensuring sustainability and compliance with global best practices. Additionally, community representatives were briefed on their roles in monitoring and maintaining the projects. It concluded with renewed calls for collaboration between government agencies, traditional rulers, civil society, and local communities to guarantee the success and long-term impact of the projects.



As the ink dries on this historic partnership, one message resonates: resilient communities are the backbone of a prosperous future, and the North-West Region is taking decisive steps to secure it. With  implementation begining, all eyes will be on the NWRA to deliver on its promise, transforming these blueprints into reality for the benefit of thousands across the region.
