The Governor of the North West Region has called the President of the House of Chiefs, Vice President of the Region to order for unilaterally struggling to organize a Heritage Festival without prior authorization.
The move from the Vice President of the Regional Assembly, the Governor says, has not respected the provisions of the law and the provisions of the General Code on Regional and Local Authorities on which its Section 359 sub 1 gives the power to the President of the Regional Assembly as the "Chief Executive Officer of the Region."
The Governor's Communique dated 27th November by introspection tends to call the Vice President to order to respect the powers conferred on the President of the Regional Assembly.
In Section 337 sub 2, the General Code on Regional and local authorities says the House of Chiefs shall give an "opinion" sub 3 on "the organization of cultural and traditional events in the region."
The decision of the President of the House of Chiefs to unilaterally want to organise a cultural event instead of giving an opinion as provided for in the law has been condemned.
Over the last few years, the North West Regional Assembly under the stewardship of Prof Fru Angwafo III has been organizing the end of year *Cultural Festival for Peace and Social Cohesion,* in partnership with the United Nations Development Program.
The Observer wonders aloud why the Vice President will opt for another cultural festival instead of expressing an opinion on the current festival to make it better?.
The Vice President of the Region was spotted some few months back expressing the delight of holding his festival to the Prime Minister.
The Observer has it in good authority that such a proposal was never deliberated upon at the level of the Regional Executive Council nor was the President of the Assembly briefed of this new festival.
While the Vice President has been reminded not to bring chaos to the already improved social climate in the region, the 2024 Cultural Festival for Peace and Social Cohesion will commence on December 20.
